Sandia/Californias Supply Chain Organization provides value-added customer service through the contract acquisition of materials and services on time, to specification, and at optimal costs.
JOB DESCRIPTION
We seek a procurement professional who will acquire high-value ($100,000+) and/or complex services, facilities, equipment, and components necessary for attaining Sandias objectives. The individual will represent and commit Sandia in these acquisitions and will work closely with Sandias scientific and engineering community to identify opportunities and challenges in these acquisitions. Additional job responsibilities will include (1) creating and leading cross-functional teams to plan acquisitions for optimized value to external customers while appropriately allocating and managing risk; (2) overseeing and/or performing market surveys to determine pricing arrangements that may include firm fixed-price, cost-based, and/or incentive provisions; (3) drafting requests for quotations (RFQs), and resulting contract documents to meet the needs of our scientific and engineering customers, align the interests of both parties, obtain the best value, and ensure compliance with the flow-down requirements of Sandias prime contract and corporate policy and procedures; (4) managing supplier interactions, communications, and relationships; (5) reviewing proposals for acceptability and best value to Sandia by analyzing pricing and total cost of ownership and determining appropriate profit margins, fees, and incentives; (6) leading and overseeing proposal evaluation teams to negotiate contract terms (e.g., price, delivery, and performance with potential suppliers); (7) making and documenting the source selection decision; (8) creating and maintaining procurement file documentation, which is subject to review, analysis, and audit; and (9) administering, overseeing, and managing contractor performance.
QUALIFICATIONS
This position requires a bachelors degree in a business-related field. Candidates must have a strong customer focus and should be skilled in Microsoft Office applications. Candidates must also be able to (1) partner with customers to meet identified needs, (2) team with coworkers and management throughout the organization, and (3) balance multiple tasks and projects using time-management and prioritization skills. In addition, excellent verbal- and written-communications, analytical, facilitation, decision analysis, and interpersonal skills are required.
A graduate degree in business administration or an equivalent related field and an understanding of a broad range of supply management issues and techniques are greatly desired (candidates with bachelors degrees in business will be considered if they have extensive procurement experience). Other desired qualifications include (1) a designation of Certified Purchasing Manager, Certified Professional in Supply Management, or equal certification; (2) a working knowledge of best commercial buying practices and/or government buying experience; (3) the ability to develop a limited knowledge or understanding of technical programs, their issues, and how they relate to contracting and the overall welfare of Sandia; (4) project management experience; and (5) experience with Oracle applications.
Candidate must be able to obtain a U.S. Department of Energy security clearance for this position. To obtain a security clearance, U.S. citizenship is required.
